TOWARDS A RACE EQUALITY POLICY

 

 May 2002

 

Under the Race Relations (Amendment) Act 2000, schools have a duty to:

n  eliminate unlawful racial discrimination

 

n  promote equality of opportunity

 

n  promote good relations between people of different groups

 

1  Principles

In this school we are committed to tackling racial discrimination and promoting equality of opportunity and good race relations.

 

Everyone at Camden Junior School must share and practise this commitment.  This will involve action and close monitoring and evaluation of all aspects of school life.

 

2  Practice

Pupil Admissions

 

Ethnic data is requested on the school admissions form.

This data will be collected and analysed to monitor patterns and identify issues.

Whilst the majority of parents give this data it is not compulsory;

we will need to consider how to address gaps.

 

Pupils’ attainments and progress

All data monitored via the Assessment Policy and the Monitoring and Evaluation Policy will now include monitoring according to racial groups and will be reviewed accordingly.

 

Curriculum, Teaching and Learning

Teaching and Learning is carried out in accordance with the Teaching and Learning Policy and monitored through the Monitoring and Evaluation Policy and the Assessment Policy.

Starting with classroom observation and workscans we will include a specific focus on racial equality and in particular the issue of including positive images of all racial groups in all areas of the curriculum and activities of the school.

We will need to consider the following:

learning materials, schemes of work and displays

To observation sheets we need to add a box which records if there are racial equality issues.

Assessment

We recognise that some assessment tools can be racially or culturally biased.

We commit to undertaking research to ensure that we use assessment tools which are free from known bias.

We need to add the commitment to our Assessment Policy that we will analyse the outcomes of all assessment to identify any issues regarding race equality.

 

Promoting Positive Behaviour

Our school code of conduct “The Doobees” is inclusive and promotes positive behaviour. This is revisited annually and we should ensure that through this we promote race equality.

The “Promoting Good Behaviour in School” ( a policy against bullying),

it explains responsibility, rewards and sanctions.

Procedures for addressing racial issues are implicit to this policy, on review we need to consider specific inclusion of promoting good race relations.

 

All racist incidents are recorded as required by the London Borough of Sutton Anti-Racial Harassment Policy and a summary is sent annually as requested. 

 

A log is kept in school which relates to all playground incidents. This book is given to the headteacher on any day there are entries.

Racist issues are dealt with immediately and additionally recorded as above.

 

Guidance and Support

PSHE and Citizenship provide the focus for guidance and support.

During the academic year 2002/3 PSHE and Citizenship will be the major focus for the whole school.

We need to ensure that we build in specific work relating to valuing diversity, promoting good relations between racial groups and eliminating racial discrimination.

 

Staff selection and recruitment

We will work in partnership with the LEA in collecting data and taking positive action to address any evidence of inequality.

With the help of the LEA we will commit to addressing greater racial diversity.

Staff training and development

Whole staff training and development will take place across the academic year 2002/3 as we implement this policy to ensure staff are aware of the importance the school attaches to this area. Additionally, the Racial Equality Policy will be incorporated into staff induction.

 

3  Action to ensure the policy is followed by all staff

Should there be evidence that anyone within the school is not following the policy, immediate action will be taken to address this, additional training, development and support will be given to achieve commitment.

If there is not speedy improvement this will be considered a disciplinary

matter and dealt with through the school disciplinary procedures.

 

4  Monitoring and Evaluation

 

Results of Monitoring and Evaluation are reported to the  sub-committees and minuted.  The evaluations will inform review and amendment of the policy.

The governing Body will need to decide if they wish to have action on the Racial Equality Policy added to the headteachers report, GARP

( we have to inform parents of the impact of the policy annually).

Awareness raising of new statutory duties for staff and governors May/June 2002

First draft policy formulated by headteacher May 2002

Draft circulated to staff, governors, EMAG advisor May/June 2002

Working group formed? Action plan developed.

Racial Equality to form part of whole school focus on PSHE and Citizenship 2002/3

Final draft of policy presented for staff and governing body approval

Autumn Term 2002

Review annually.

 

Responsibilities:

 

Governing body

n     to ensure that the school complies with the Race Relations legislation

n     to ensure that the policy and its related procedures and strategies are implemented

 

Headteacher

n     to implement the policy and its related procedures and strategies

n     to ensure all staff are aware of their responsibilities and are given appropriate training and support

n     to take appropriate action in cases of racial discrimination

 

All staff

n     to deal with racist incidents and knowing how to challenge racial bias and sterotyping

n     to promote racial equality and good race relations and not discriminating on racial grounds

n     to keep up to date with race relations through attending training and information opportunities

 

Visitors to school

n  are expected to comply with the school’s race equality policy
